About the workshop

This virtual workshop is a continuation of the NOAA series of workshops on “Leveraging AI in Environmental Sciences.” The third event continues the successes of previous workshops and encourages participation by scientists, program managers, and leaders from the public, academic and private sectors who work in AI and environmental sciences. The theme for this year’s workshop is “Transforming Weather, Climate Services, and Blue Economy with Artificial Intelligence.” This year’s workshop is led by the NOAA Center for Artificial Intelligence (NCAI), a program in the formulation stage.

Liz Tarquin is a business strategist, capture tactician, solutions architect, program and project manager, and team leader with over 27 years of professional experience delivering measurable results to government and private industry, including NOAA Fisheries and Ocean Services, the New Zealand Ministry of Agriculture and Fisheries (MAF), the US Department of Agriculture (USDA), the US Department of Defense (US Navy, US Army, Veterans’ Affairs [VA], Defense Health Agency [DHA], others), the National Institutes of Health (NIH), the Department of Commerce (DoC), the World Resources Institute, Hagler-Bailly Environmental Consulting, and others. 

Ms. Tarquin built a substantial portfolio of marine, ocean, and coastal science, technical and professional services valued at over $20 million in annual revenue in less than five years. She created and led a highly scalable and effective Program Management Office (PMO) that drove successful business development and operations across eight major competitive Federal IDIQ contracts, receiving CPARS Exceptional and Very Good ratings for the delivery of 100+ task orders and oversight of 250+ employees working across nine time zones. 

A strong proponent of cross-team collaboration and use of technology to created efficiencies, Ms. Tarquin has personally captured over $50 million in new business under the NOAA ProTech Fisheries and Oceans Domain vehicles with an Exceptional CPARS rating  at the IDIQ level in 2020. 

Ms. Tarquin also captured and oversaw NMFS’ Pacific Islands Region Observer (PIROP) contract (the largest single award in the NOAA Fisheries observer program portfolio); the Office for National Marine Sanctuaries (ONMS) Monterey Bay (MBNMS) and Pacific Islands Region (PIR) contracts (PIR is largest ONMS award spanning three major NMSs); and numerous other contracts and tasks for Federal, state and local government, non-government entities, and commercial clients.  She also founded a unique Sustainable Pacific Program, designed to help non-profits and non-government entities meet their resource needs,  provide unique opportunities for employees to add value to local communities, support Science Technology Engineering Mathematics (STEM) initiatives, and increase diversity and inclusion in the marine, ocean, and coastal science field as a whole.
